Item 3: Decision-Making Procedures and Delegated Powers
The decision-making process in PRED Chitradurga follows a strict hierarchical supervisory mechanism to maintain technical rigor and financial transparency:
1. Delegated Administrative & Financial Powers:
- Technical Sanctions: The Executive Engineer (EE) holds delegated power to accord Technical Sanctions for original civil works up to ₹10.00 Lakhs at the division level.
- Tender Acceptance Authority: The Executive Engineer serves as the Tender Accepting Authority for works up to ₹50.00 Lakhs.
- Sub-Divisional Authority: Assistant Executive Engineers (AEE) supervise project execution, verify site estimates, and certify Measurement Books (MB) at the taluk level.
2. Multi-tier Supervisory Channels:
- Field Inspection & MB Entry: Junior Engineers (JE) & Assistant Engineers (AE) inspect work sites, take measurements, and record entries in Measurement Books.
- Sub-Divisional Scrutiny: AEEs re-check measurements, verify quality parameters, and forward estimates/bills to Division Office.
- Divisional Authorization: Executive Engineer accords technical approval, executes contract agreements, and issues work orders.
